In order to narrow the gap between regions, especially between the East and the west, the government should actively advocate and encourage packaging and printing enterprises in developed regions to import suitable machinery and equipment, human resources, professional technology and management concepts for underdeveloped regions through joint ventures, equity participation, mergers and acquisitions, and the establishment of sites, so as to promote the development of packaging and printing industry in underdeveloped regions, Improve the overall development level of industries in these regions

Therefore, we should strengthen the technical training of employees, establish a long-term and stable training mechanism, and regularly charge employees. Our employees must keep up with the pace of the development of packaging and printing technology and constantly update their professional and technical knowledge. at present, the packaging and printing industry has "two deficiencies" in Innovation: one is lack of innovation atmosphere. At present, some enterprises, such as tackling key technical problems and technological innovation, are often confined to their own enterprises, and a few technical personnel work behind closed doors, fearing that the results will be stolen. This mood is understandable, because the competition is too fierce and cruel. However, the probability of success of this method is too low, because in today's packaging and printing technology, a technological innovation may require the joint cooperation of multidisciplinary professionals, and an enterprise is unlikely and unnecessary to reserve professional technicians of all relevant disciplines. In addition, it is impossible for all professional technicians in an enterprise to have the best professional skills in the industry. Therefore, this innovative model of multi-party cooperation and joint research is an inefficient model based on mutual mistrust. This is an undesirable model. Technological innovation should make extensive use of social scientific and technological resources, adopt the cooperation of enterprises, colleges and universities, scientific research institutions and other parties, clarify their respective rights and obligations in the form of contract on the basis of good faith, implement the sharing of expenses and achievements, and create a loose and honest innovation atmosphere to improve the efficiency of innovation

To this end, I think the government should do something in this regard and strengthen the innovation power of enterprises by formulating corresponding policies. It is understood that for a venture capital scientific research project in the United States, one or several companies and consortia usually provide scientific research funds, and then form a research group to determine the subject leader. All these are operated according to the contract. The scientific research achievements belong to the investors, and the government gives all the investors' investment money tax exemption (in the United States, about 40% of the income is used for tax payment) to protect the investors' investment enthusiasm. In this regard, can China's relevant departments also refer to some successful practices abroad to stimulate the innovation power of our enterprises

strengthen cooperation and support within the industry, and gradually realize the production and operation mode of "big, strong, small and specialized"

Now, as a large advantageous enterprise, it has strong financial strength, strong technical force, high personnel quality and strong supporting ability. It can solve all problems by itself from the beginning of materials to the end of products, which requires a lot of investment. As we all know, the subsequent processing of packaging and printing is relatively complex, such as glazing, laminating, calendering, die cutting, bronzing, indentation, mounting and box gluing, which requires various equipment. Many powerful production enterprises not only extend and move backward vertically to post press processing, but also extend and move forward to pre press processing. Even the materials for printing substrate are produced by themselves. For example, the printing plastic film of Shanghai Zijiang color printing company is produced by the company itself. At the same time, the production of large enterprises is expanding horizontally. For example, Shanghai Jielong group, Shanghai People's printing No. 8 factory and other enterprises, which mainly focus on offset printing, have strong post-processing capacity, and also have gravure printing, printing, flexo printing and other printing equipment

We should be very "specialized" and reflect our own characteristics. If small enterprises become specialized factories in a certain processing technology, and small enterprises cooperate with each other to form an industrial processing chain, it is believed that these small enterprises can also produce high-quality refined products. In this way, the quality level of our entire industry will reach a great level, which has successful experience in the carton industry. In the past, there were many small factories in the carton industry. Due to the poor equipment, the strength of the produced cardboard was very low, which directly affected the quality of the carton. A few years ago, under the call and coordination of the industry association, through the method of "centralized board making and decentralized box making", small enterprises did not need to introduce expensive cardboard production lines and directly purchased cardboard from large enterprises. These paperboards are produced by the paperboard production line of large enterprises, with high quality and strength. Small enterprises use this kind of paperboard to form cartons through die cutting and gluing nails, and the quality is completely comparable to that of large enterprises. This is the positive change brought by socialized cooperation and support to the whole industry
